Kog with a decent support can be annoying, because of the ardent censor and the other sup items. Imo, AP Kog was a way more interesting champion, but they killed it to preserve a one button rightclicker playstyle which is honestly retarded.

He's been broken forever if he has a team supporting him, which thankfully doesn't happen often in solo que.
Supports make him broken, ardent makes him broken.
Basically support itemization needs to be nerfed overall + a few of their top tier champs.
Well, he is an ADC, so... Season 1 i would say.
It's literally only for high-elo, but Kog is indeed one of the most broken adcs in the game atm
