Right now is just dumb. 10% to bonus movespeed alone is just dumb. It does nothing.

Giving it a Ghosted effect would ruin any viability Ghost has left (which is already picked very rarely due to how much more reliable Flash is).

Celerity should be changed to granting + 10% total Movement Speed, not just Bonus.

This would make it actually useful.

Celerity isn't usable on the champions that would want it and is redundant on the champions who can use it, except maybe for Singed and nobody else.

On it's best users, due to the soft MS cap, you're only getting like 15 bonus movement speed for a few seconds when you already have hundreds.
