Because giving him MR/level is going to help him catch up to Ahri, right?

I mean, that's the only thing holding him back - not her free homeguard buff on Q cast or charm slow.

yea, but it would allow him to not be burned by brand

Maybe now he won't autolose lane to Rumble

he will, mr/lvl aren't effective in lane

he gets like 8 more MR at level 6, that nullifies Rumble's magic pen runes

Not huge but it makes a difference

Hes getting it according to the latest pbe. Also a small buff to his W snare (when you fling people into them). Honestly, they could budget all the power in the world to his W -E fling and it wouldn't matter. The mr per level is nice though.

Yeah, they're insanely hard to combo in a way that actually matters.

The mr/lvl is a pretty nice buff. Vladimir is one of Singed's biggest counters and will continue to be but at least Singed will survive a bit easier. Lissandra and Kennen are also pretty frustrating as Singed.

That is absolutely not true. Whoever gets first blood in the Singed vs Vladimir matchup will snowball out of control. Worst case scenario you can proxy and he can't do anything about it because he has 0 mobility and CC.

I suppose but that's only if JG doesn't interfere. The only way FB swings it hard is if Singed can just all-in every time. If he doesn't all-in, he will get harassed and whittled down. Thus, if the JG just camps a bit and stops Singed's all-in, Vlad should still have the upperhand.

Though, as a top laner you want to bait the enemy jungler top as much as possible and keep them busy/distracted so they don't do anything else. If you can survive the ganks through good warding and pathing then you did your team a huge favor. It's very easy to go all-in on Vlad when you have such a HUGE movespeed advantage and can time cooldowns. Vlad's pool has a really large cooldown so if you can use the bushes to your advantage you can bait it out and go all-in when he's low. FB would put him at a huge advantage because if Singed gets an AP item ahead of Vladimir he'll do tons of damage to him. Remember that Vladimir is a REALLY squishy champion.

Proxy and they can never stop you from farming without jungle camp.

What they could do to fix Singed's snare is to shorten the cast time of Mega-Adhesive to allow it to land mid-fling when used directly after the fling animation begins; by doing so, you now have a reliable snare and a new combo for Singed, kinda like Brand's stun, so to speak.
