Who calls the shots when it comes to game design? Meddler or Riot Scruffy?

I played a match with Riot Scruffy and FeralPony, two fairly prominent and high standing members of Riot's organization , I was told that Riot Morello (THE GOD) was still around but his job was taken by Riot Scruffy.

That being the case, what the fiddle sticks is Meddler's job then?
