Why is it okay for his E make his his Q tornado a practical on click move and in turn makes his ultimate on click with a no reasonable explanation of "Yasuo ignores 50% of his targets' bonus armor. " Which comes with a refill of his flow.

This makes him way too safe of a dueler, either make it so his E cannot proc Q on top of someone as it makes it too easy to land the tornado, reduce the ignore on 50% of his target's armor to 25%, or remove the ability to refill flow entirely.
