Revert IE and ER, increase BORK cost, and gut Stormrazor.

• Makes ADCs target agnostic
• Makes armor and tanks irrelevant to the max
• Makes ADCs two shot everything and everyone even worse than they already did
• Build path is shit, and makes scaling ADCs worthless compared to early game bullies who don't build the item
• Bruisers are abusing it

• No longer the ADC(aster) item, but now a bruiser / Lucian item
• Makes Ashe, Xayah, MF and other ADCs feel like shit

• Scales way too well with AD, making champs (not just ADCs) with high AD literal gods
• Delay is not meaningful, and just equates to free crits for no reason
• Has way too good of stats for how absurd its passive is

For the rework to be focused around ADCs, you sure fucked them over pretty hard if their name isn't Lucian or Kai'sa. But then, that was probably your idea. Gotta rotate that meta and usher in some new FOTM shit -- you sold all the ADC skins you could.
