So, what nerfs are you proposing to go with this? After all, you just gave Twisted Fate an on demand bonus 155 (+30% AD, + 55% AP) damage boost along with a free CC cleanse and cooldown reduction.

His E already deals that dmg, I only gave it an additional 5% AP and 30% AD scaling. and I don't think he needs any nerfs to accommodate these changes as as other midlaners are allowed a lot more than him in terms of combot. With 1 rotation of his spells all at max rank he'll only do 440 + 165% AP and 100% AD worth of magic damage (considering he uses gold card) other mages are allowed a hella lot more. A Malzahar can do 620 +160% AP magic damage with just his Q and E alone, and he still has his W, voidling and ult for more dmg (1170 +290% AP with ult and that's still without W and voidling passive). Leblanc can do 540 + 100% AP to 835 + 240% AP (if she gets the second damage off her Q and W off, which is relatively easy to do) and she deals that damage without the use of her ultimate. Lb's ultimate increases the damage her basic abilities do. Syndra deals 754 +170% AP magic damage across her basic abilities at max rank (without ultimate). Lux deals 500 + 130% AP magic damage with just her Q and E from a relatively safe range, if you count her passive and ult max rank it's 1154 +225% AP magic damage. They all do damage, that all have some means of hard CC while being able to use it from a much farther range than tf. What's good is a global ult if you can literally get 1 shotted after tping in.

His E currently does that damage once a fight usually. Your proposed change means he can Stacked Deck autoattack - E - Stacked Deck autoattack again for 2x the procs on it. That means you gave him an on demand second proc of his E which increases his burst even more.

For your comparisons, none of those champions have a global reveal and teleport. None of them have a 6 second cooldown card that can either deal AoE damage and slow, or restore a decent chunk of mana above its cost for one autoattack, or be a point and click stun. Twisted fate's burst is crappy because of all the other tools he has and because giving him LeBlanc or Malzahar deletion levels of burst is really poor design when he also has a global teleport.
