I believe that CDR is too common and easy to get at this point.
Is it just me, or does it seem like everyone ends up with like 20-30% CDR by the end of a normal game? ADC builds
and has 30% CDR, bruiser/tank builds
. Assassin gets
and maybe one other item that subsequently gives CDR. Mid lane gets
or
. I get that some champions need CDR hence
, but god does it feel bad to play a support and watch as the enemy ADC gets a bunch of more or less free CDR (those who would buy it for the mana regen would totally still buy
if it didn't give the CDR). God does it feel bad to NEED CDR since your character needs to cast multiple spells/ abilities to be effective, and have the enemy jungle assassin get a chunk of it for buying
, which again they would still buy even without the CDR tacked on. Do offensively focused items like
and
that give massive damage boosts, really need CDR?
The basic idea i'm getting at is that if you are going to balance the game around the idea that everyone gets 20% CDR, even champions who don't actively seek it out. Perhaps their could be better rewards for champions who do need it and seek it out. More then just a bonus 5% CDR and some weak adaptive damage if you go over cap.
