Because a champion with over 4k hp doing 1.5k true damage is just not healthy. It just isn't. You can make Cho a mage, or a tank. It's like the ap maokai thing on steroids. There's just not a reason to put him in such an awkward spot.

He has to deal damage because his CC really isn't that good. And even if he had more and better CC, if he didn't deal damage he wouldn't be a good tank. Tanks NEED to deal damage, otherwise they just wouldn't work in this game.

I mean, I prefer his current E over the new one. I don't think I'll ever be able to get in range to use the new one.
