Leona support, with smite?

Could this possibly be a viable thing for the cinderhulk? The chilling smite is a nice slow and when at 2 stacks 15 second cd, not to mention the dragon control would be be better with 2 people with smite.

At my elo(low) it is working quite well, but you have to ward more if you don't want to feed in lane and switch your stile from "ingage everything" to "counter-ingage" only

Frozen smite takes the place of exhaust in kill secure and cinderhulk is insane gold efficiency.

even with the optimal 15 seconds re-use chilling smite is still less effective than exhaust because it doesn't reduce the damage that the target puts out, you also have to fork out 850 gold before you can really use one of your summoners and you get no other useful stats out of that 850.

Just looking at this from a late game perspective it would probably be worth it if you got cinderhulk and stalkers blade, but that is a huge hit to your early game for decent benefit to your late game.

the only supports I would consider this on would be ones with a cc skill shot that could otherwise be blocked by minions. That way your smite has a use before you have bought the upgrade.

Smite on supports is actually not that effective. You lose either your Flash or Exhaust, and neither one of them is worth losing for Smite. Another problem is that supports don't have the income to be throwing out 850 gold for a jungle item. They have to delay key item purchases like the support items themselves and Sightstone, just to buy an item that really won't help them that much since they don't have the income to get enough health to make it effective. It's okay at top lane, since it doesn't have as many downsides, but it's just not very efficient for supports.
