You are seemingly missing one huge detail. you do not play thousands of games in between patches. the collective plat and above playerbase do.

thousands of games of data>a hundred at most

Actually.. I do play thousands of games in between patchs... I already have 800 games in bot lane for RANKED this season.... Then i also love to top and jungle :]

But no graves has a perfectly fine win rate. 50%.

Ill say it once more. Graves is really strong top lane. He doesnt have bad statistics nor good statistics top lane so you cant use a website to prove you're right when the website just says hes fine up there..

And the other person did MATH, something you probably have trouble with. You only have 386 hours playing league. TOTAL. 55% winrate on mains. only 3 matchups he has noticably less than 50% winrate with.

either way, the problem isnt just his overall strength, but his design as a ranged bruiser adc. the fact that he can stack up his e to 120 armor/mr is plain retarded.
