Here's why:
He can only cc one person at a time, but his ult can hit a whoooole ton of people
gives him a 2000 shield late-game
he HURTS and can burst down adcs all by himself if your adc sucks ass which they usually do

When i get blitz support i dont want him to burst on his own, it's not bad or anything, but the amount of utility he brings just running around is enough to warrant him building tank to maximize his CC up time.

Ok sure but why1 votesIf you just want some guy who can pull lots, use Naut or Thresh. They got tons more cc and more tankiness. Blitz is better for killing the people he grabs.
JackMcSnipeyz1 votesThresh's hook is much slower and doesnt pull all the way, thresh has to get in there. Naut is also slower and pulls naut in aswell and cant go through walls. Blitz in a split second, can grab anyone directly to his knock up and silence range, while staying comfortably in his team's center.

Requiemsfire3 votesMost adc's usually spike during the early to mid game and very few actually get their spikes lategame. Furthermore, being weak early encourages the support to be even stronger. Your build takes a lot of gold, and time for meager results on a support. If you wanted damage, an ice born gauntlet is a million times better than what you're suggesting.
Also if you were a blitz main, you'd prefer CDR and movement speed over simple raw damage numbers.

I would go for mobility boots plus deadman's plate, as well as 45% so I can land tons of hooks and reposition fast.
