Will other champions and items get LeBlanc treatment on their passive damage procs?

So on PBE procing LeBlanc's malice mark does not apply a stack of TLD, which mean you can't TLD with 2 abilities + mark.

Will this be done to other champions and items with similar effects? It seems fair for all champions to require the same effort to proc it.

and are probably the most famous examples, but there are more ways to abuse it, i.e. you can get + and proc it on a single auto.
