How to buff Yi immensely without changing his damage numbers

So, a lot of complaints I've heard about Yi are that even when Yi is ulting, he still can't manage to out-run the person he's trying to kill. Sure, you COULD just give him more movement speed, but that's not where the problem stems from. If you truly want Yi to become to sticky sustain assassin, you need to do this:

#While Yi is ulting (In Highlander), make it so Yi does not have to STOP MOVING in order to use his auto attacks.

It's been a mechanic in League since the game's release that champions have to stop moving in order to auto attack. Even when certain champions are allowed spells that can be cast while moving. If you're an annoying Yorick main who only uses his 900-damage Q slam thing every now and then before orb-walking right after, you may not have noticed. But ever since Lethal Tempo replaced Fervour, it's been very noticeable for champions who rely on that consistent DPS.

I believe every champion shouldn't be punished so harshly for simply trying to auto attack. That's why Kalista is such a unique ADC to face that's difficult to take down. But ever since Lethal Tempo replaced Fervor and encouraged more auto attacks, instead of stronger auto attacks, a lot of champions who've been striving to reach the same damage potential just can't seem to outrun anybody if they're the ones trying to attack. I've had games where I've played Ashe with Approach Velocity and Slightly Magical Berserker's Greaves, and I actually had trouble nailing down a target without boots who was just running away. But the thing is, Yi can't simply settle for being a steady DPS in a meta full of massive short-cooldown-hard-CC tanks that will absolutely squish him if he's unable to reach his target in time. Yi deserves this, for Yi is the champ who needs this most.

If Yi was already able to reach certain champions, then this will in no way affect them. This only affects the annoying, slippery guys with 325 movement speed that can currently somehow out-run Yi's 380+ movement speed.

Or if you are Playing Yi you can learn to Orb walk.

On a melee champion with 3.00+ attack speed in a teamfight.

You gonna mock Spider-Man next and say Peter Parker's uncle should have just dodged the bullet?

I mean, you could run Press the Attack on Yi, instead. It'd probably help you a lot more.

And just because it won't shift his numbers does not mean it can't break him. It'd possibly break him, and very likely would have shittons of bugs.

Because he isn't near impossible to escape already with the huge move speed and Alpha-strike...

Before we think about buffing or nerfing yi, he honestly needs a rework. He has a counterplay to the general counterplay of just ccing him which isn't healthy. He's weak right now but any time he's strong or decent he is extremely frustrating to play against.
