Can we like, not just start handing out Max HP% true damage to champs?

So the Juggernaut reworks have been shown off, and now Garen has the no counterplay mechanic of % Max HP true damage.

It was fucking terrible on Vayne

At least Fiora has to work for it, but I'm still not excited about seeing it.

Now Garen just gets to roll over whoever is marked villain, shred them if they're a tank, or just blast any squishy since his ult ALSO becomes true damage. (This also has overlap with the reason cinderhulk got nerfed of "if you build offtank or full tank, you probably shouldn't be a wrecking ball")

Like, please Riot, even if no one else getting it will be as bad as Vayne, % max HP true damage will NEVER be fun or fair to play against.
