ETA on Hextech Annie's availability?

So according to Hextech Crafting's FAQ, Hextech Annie and the gemstones needed to craft her aren't available at launch.

Given Hextech Crafting has been available in NA for about 2 weeks now and has just been released in the EU, when will these be made available? Because I don't wanna start throwing away money I mean, purchasing Chests and Keys if I can't get those Gemstones.

Because, and I won't lie, that skin is the only reason I care about this new system. (Despite how supposedly rare it is).

So, ETA?
