Why doesn't Jarvan's Q have on-hit procs?

Balance aside, The description on Dragon Strike states that "Jarvan extends his lance". It's an extension of his auto attacks, that's why Yasuo can't windwall his Q. It's not a projectile.

So just a quick question, if Fiora's 30 mana Lunge is on hit, why can't Jarvan's 60 mana Dragon Strike also proc on hit?

Because unlike Fioras q it's aoe and shreds armor and is a spell

Pantheon Uses shield as an autoattack, and his W doesn't even procs on-hit.

because sheen/triforce pokes. that would hurt a lot combined with his passive. and triforce is a pretty good item on him.

fiora doesnt have any real incentive to buy on hit items. she needs raw ad. why would you buy a triforce on fiora to get the sheen proc every 2 seconds, when you could get a bloodthirster and deal more true damage every .5 seconds instead?

its the same for bork and other on hit items. its just garbage on her.
