Picking up J4 - Why is SV recommended?

I get that the stats are good, but I assumed the major benefit of SV is the healing increase, and I don't recall him having any. So are they suggesting it be built after Warmogs? Or am I missing something?

While I'm here, if he's top lane, why are they suggestion Locket of the Iron Solari when he's likely solo most of the game?

It's just good mr tank item in general, even without the healing part. High health high mr and most importantly, the beautiful cdr. The health regen increase is just a side bonus.

SV is health, MR and regen. It is the best with the passive, but it can be good even when not taking advantage of it.
