Bring back catch-up xp to some extent

It was a nice thing to have. Someone is having a really hard time can always try to catch-up and still be relevant. Now if you fall behind you more or less stay behind. I cant understand why RIOT seems to love heavy snowballing games. Where they try to keep shortening game times by making it so one sided that you finish at 20 minutes with 0 chance of extending to late game where a good portion of champions find their true relevance.

They said it was meant to make supports stay relevant in games, but ended up being a snowball mechanic for those that AREN'T support.

...hence why it should've been a unique passive to item 3302 item 3301 item 3303, given since it was for supports, it would make sense to have put it on the support items maybe? They take up an entire slot and aren't very useful to solo champions. It kind of makes sense.

I see item 3303 bought on some champions who are not supports but I agree, many did try and abuse it. I would say add it to item 2049 instead because only supports really buy it.

And I think it was also meant for farm junglers who don't gank as well to feel that they're getting somewhere even if they stay and farm the jungle. Last season, a gank jungler could fail multiple ganks until he finally succeeded, and clear raptors to reach the same level as the enemy farm jungler who had been farming the entire time.

Feels bad when you see the guy who wasted his time and has half your cs be the same level as you. Ganks should be a lottery, if you fail too many you should fall behind so the nerf to the catch up exp probably had the right intention. However, this has caused a shift from camping lanes to invading because now if you put a jungler behind, they don't have the safety net of catch-up exp anymore.

Then lower the xp from jungle monsters on your side if you are below the average level but not to an extent that would not allow you to catch up eventually.
