Riot, Do You Finally Get it?

That the game needs to be balanced around the majority of your players rather than around the top percent of players in your professional circuit? That this idea of "trickle down" patching is quite unhealthy for the player base existing anywhere between bronze and plat?

Do you finally understand that in order to effectively balance this game, you need to examine the larger sample size of players and their successes and failures rather than continuing with your tunnel vision practices?

Its because low elo complain about everything and don't know how to play the game. Where as the top 10% so.

Pro's>regular's

They base it off pro play since most of their income comes from that. Its the sad truth.

Haters will say "but the players above Platinum are the ones that know how to play this game"

PPFFFFFTTTTT the only thing that Plat players have above any other players are mechanics. Everything else is still pretty much Silver and Gold.

No, it should be balanced for top tier play. That way all the low skill cap champions with low utility and low outplay potential can be buffed through the roof :3 Shyvana

It's because low elo can either lose because... they are bad at the champion, mechanics, objectives just as often if not more frequently than champion balance issues.
