Energy as a resource plays almost no role in gating champs like Zed and Akaili

I can't reliably say that I can take into account that a champ has no energy for me to engage. Champ like Zed/Akali always seem to deceptively have almost no energy and then boom, spams abilities.

It actively play no role in gating those champs. The actual cooldown of those champs abilities is actually more effective at gating them. You might as well make them resourceless riot because energy does nothing. If Akaili does it riot, she actually gains energy from her shroud.

I think season 9 riot need to take a hard look at energy as a resource and figure out if its actually gated those champs.

Energy is a short term limit, as in how many times a champion can use a rotation of abilities all at once. However, all energy champions have some method in their kit to restore energy, usually by utilizing their full strengths, therefore rewarding aggressive and intelligent play.

It is not supposed to be a gate in the way mana is, where spamming is allowed and somewhat encouraged. Mana however is a time limiter. You cannot continue to spam out abilities without becoming more vulnerable with a lower mana pool. That's the reason why there's items that directly increase your mana pool, to allow longer periods of on-map activity or siege

Riot should not have Engery/CD champs.

Everyone should use mana. Its AWAY easier to balance a game like that.
