i was wondering when you should buy this item on an adc?

Frigid Ice Storm2 votesBuy it for people that autoattack often and their attacks are SINGLE-TARGET. So it wouldn't be good on Graves or a Kalista with Runaans as much as it would be on a Vayne or Lucian.
It's pretty good for short bursts of movement speed, it's similar to the 
movement speed. Just get it on ADC's that autoattack often and are single-targeted.
