Randuin's Omen & Frozen Heart, Thoughts?

Looking to adjust Randuin's Omen to make it more appealing for tanks who wish to stack armor. To be specific, the armor stacking mechanic of Randuin's Omen is to counter the increasing efficiency of Last Whisper on crit-based users as more and more armor is built, while also looking to keep it relatively the same on bruisers and weaker on everyone else. The active is being removed and given to Frozen Heart, as the sticking mechanic is something better built into a tank's kit than it is given to whoever builds the item.

Randuin's Omen +60 armor --> +50 armor +400 health --> +425 health UNIQUE PASSIVE: You receive 10% (+10% per 100 bonus armor) reduced critical strike damage from basic attacks, up to 40% maximum. UNIQUE – COLD STEEL: When hit by basic attacks, cripples source's attack speed by 15% for 1 second. ACTIVE: REMOVED

On the flip side, Frozen Heart is being made into a more generic tool for Vanguards/Divers facing an auto-attack heavy comp. With champions like Kog'Maw, Kai'sa, Kayle and Vayne, high armor is not nearly as relevant. Reducing the armor in exchange for a burst of movement and attack speed slow should give Vanguards and Divers a better incentive to purchase this item. Removing the aura should also remove the hidden power associated with Frozen Heart, a theme Riot has been removing over the years. The lowering purchase price as opposed to giving/keeping different stats should also give supports better access to Frozen Heart, as it certainly fits the supportesque theme.

Frozen Heart Cost 2700g ---> 2500g +100 armor --> +65 armor +20% cooldown reduction +400 mana UNIQUE PASSIVE:~~ Cripples nearby enemies' attack speed by 15% (700 range).~~ --> REMOVED NEW - UNIQUE ACTIVE: Slows and cripples all enemy units within 700 units range by 25% for 3 seconds (60 second cooldown).

I don't know about removing the active on randuins reducing the armor by so much with frozen heart, especially with those being a big part of the items' identities and considering how they are already weak, they could just receive some buffs. I do like the idea of having certain effects scale with total bonus armor and other such tanky stats. If they had poor or mediocre base stats, but scaled really well when combined with other tank items, that would be nice as it would help tanks and juggernauts perform as intended and last longer in fights, but prevent abusets like Yas, tryn, fizz, ekko, and future abusers from ruining the items like they have done to tank items in the past

Frozen Heart is what you buy when you want to maximize your effective HP versus physical damage. 100 armor is an increase of your effective HP by 100% of your max HP. For a while now, the balanced two-item combo for most pure toplane tanks looking to soak as much damage as possible has been Frozen Heart + Spirit Visage, since Visage gives high HP and respectable mid-fight regen in addition to MR, and the combo gives 30% CDR.

Randuin’s is actually better on divers, as you said, since the active helps them catch and stick, and they’re likely to both have high CDR from other sources and a MR item with no HP such as Maw or Wit’s End.

The exceptions are manaless tanks or other beefy melees who don’t build a Sheen item but would like everything on Frozen Heart except the mana. Zac, Shyvana, and possibly Mordekaiser are the only champions I can think of who would want Frozen Heart but typically cannot justify its purchase. But, these are only three champions, and changing the system that works for everyone else would be far to much of a hassle and likely to cause more problems than it solves.

Randuins simply isn't worth purchasing unless you really need the crit reduction. Frozen Heart is easy to build and has great passive stats, but unfortunately will not keep you alive against penetration due to the lack of health.

Passive %damage reduction and bonus armor/mr scaling needs to be added to runes, that way pure defensive itemization can be allowed to scale past mid game. As of right now, the defensive options that offer damage are exponentially better if you want to actually win games.
