Remove the feature to declare your pick in new Que
The only purpose it serves is giving someone an excuse to troll if their desired pick gets banned.

Or makes it so it's less likely that your pick gets banned by your team. Makes it so that if you all choose your picks and the team comp isn't very good, it can be changed (like an all AD or AP team, no tank, etc).
If someone is going to troll, they're going to troll. Declaring your pick is not what's going to make them troll.
Don't declare then!
