Any plans on any changes to how dodging a game affects the players?

I have no clue to what could be done but something has to change.

I finish a game of pure torture with someone who was legit trolling and inting to the point they laughed with a smiley face in the chat after each death. Then i end up with them again in the very next champ select.

I say to myself "hell no" and i dodge it.

Then after waiting my 5 minute punishment for dodging a troll...not to mention -3LP.........The very next que i get into I get 2 people arguing about their last game and one of them saying "now I get to come feed your lane, paybacks a *****."

So now i had to choose between dodging again or risk playing it.

it shouldn't have to be like this.
