At what point does Riot consider a champion "too weak" or "too strong"

Elise 43.97% winrate Kassadin 42.73% winrate

According to Riot apparently both are perfectly fine.

Azir and Veigar both sat around 35% winrates after the former being nerfed to shit and the latter being gutted in multiple aspects. It took almost a month for Riot to do anything about that.

Urgot was trash tier for longer than I can remember (>1 year) and barely got a tiny shield buff when he finally got something. And he was sitting around a 40% winrate IIRC.

Especially when you consider certain champion's roles it is pretty ridiculous how they are still considered garbage. For example, Elise has %max and %missing hp damage, both are great against tanks, but she is still trash tier in a tank filled meta.

Not really. Riot has acknowledged that Elise has major problems, but they're uncertain about how to fix them without just turning her into the best jungler again. She's receiving buffs next patch. Kassadin is in a similar state. He has balance issues, but they aren't easy to solve.

Riot knew Urgot was weak. They intentionally kept him weak because they think he has a very toxic design and that he'll ruin games if he is strong. They've done the same thing with champions like Evelyn and Olaf in the past. The buffs he got were small because they figured they could afford to give him a small amount of power without making him into a strong champion. They intend to completely rework him like they did with Sion.
