It's getting ridiculous, as it happens every game that he is in. ######I probably just need to git gud or something idk Of course it doesn't help that he then becomes an AD assassin later into the game and one shots you with an EQR auto combo.

If it is happening every game where he is jungle like you say, then why arent you taking any precautions against it?
Ward his red. Ward the bush on the side of the river he will come from (top if you are blue, bottom if you are red). Or dont even ward, just position expecting him to walk out of there at about 2:30 or so.
If its a consistent action, learn to deal with it instead of just complaining.
