I had a lot of success maxing Q, and i feel it's a little stronger.

When i max E despite being strong i feel Q wins because the damage is not delayed.

I know this is way late, but it depends.. Are your opponents smart, staying behind minions, not letting you poke them down? Max E... Are your opponents engaging often, or keeping extended fights against your support because they can't catch you? Max E.. Are they playing passive, to the point it's a farm lane, but you're getting opportunities to hit them with Q? Max Q first...

I've had really good luck with maxing E first, it also has gotten me that couple of CS that's made the difference. Due to Kalista's poor early game though, I usually turn my lane into a farm lane, and out farm the other ADC by 20-30 CS, coming up to 100-130 by 15-20 minutes to their 70-80, in which case I grab my statikk, grab my support (literally), throw them in there, and usually start getting kills to snowball extremely hard. E helps this process a lot if you make a mistake and AA a minion too soon, or if you're having to decide between minions, why not both? AA one, E, AA the next.

The other reason to max E before Q is dragon securing.. By lvl 9-10, you as Kalista can start stacking on dragon, and do a 1-1.2k execution ability before either jungler is able to get it low enough to smite. I've taken dragon/baron last hits from my own jungler before who was in turn stealing things from the enemy jungler with his smite... And, there's nothing like doing 2-3k dmg instantly to Baron and laughing as everyone goes "holy crap".
