What's the point of adding such weak AP ratios to QIYANA kit?

I don't get why riot keeps making basically full AD champs with random AP ratios that are not viable. She has a 30% ap on hit ratio when she has an element and a 30% physical damage ratio on her passive.

In what world would building AP on her be viable? If you don't want her to be a mage, don't add dumb AP ratios. Its not viable.
