It's been a few weeks. If you don't know Rift Herald
Don't take it. Simple as that.
Just don't take the rift herald if you don't know how it works.

To be entirely fair, it's hard to not use it effectively. I think I've only seen ONE rift herald not take any objectives. Otherwise the minimum is one tower, and from personal experience, it usually takes between 1.5-2.5 (half an inhibitor) towers, depending if used on outer or inner turrets.
But yeah, you shouldn't be just putting it down for fun either. Just that even if placed at an non-opportune time, it will still be impactful usually.
Can we make taking it and not using it a reportable offense? or, allow the jg only to take it?
The one time this was an issue for me was when the team's adc picked it up (assuming it was old rift...), we then spent all the time beyond that point telling our adc to use rift herald and subsequently explaining how to do so, up to the point that rifty expired.
All the adc said after this happened was "we're gonna win anyway" and we did, however it took far longer to do so (with some ups and downs along the way).
