not sure why it does that BUT when did we start allowing some champions to have access to runes whereas others don't?
additionally, why is it that runes are created to benefit most champions but not all? what is the point of the diversity that was promised?

Champions without mana cannot take Manaflow Band.
The rune system specifically disallows choices which will not even activate on your champ pick. This makes sense for Udyr and Nimbus.
MR SWEETTEA1 votesbut nymbus cloak could proc on udyr the examples u used wouldnt proc because they have no hard cc or mana udyr has an R ability so nymbus cloak should proc on him they could just put a cd on the rune if they didnt like it being spammed
DrCyanide1 votesAn R ability is different than an Ultimate ability. The trigger for Nymbus Cloak is an Ultimate ability.

He has 4 basic abilities.
Nimbus Cloak only activates on ult cast but if he doesn't have one, it doesn't activate.
Manmodemitch2 votesHowever, there IS a cooldown upon proccing Nimbus Cloak (60 seconds flat - %CDR), allowing some balance to champions with Ultimates (or R's, as some of you are calling it) who can use this more than other champions.
The specifications of labeling an Ultimate from one additional ability a champion has needs to change, then. Zeke's Convergence procs on Udyr, despite the wording specifying an "Ultimate" ability. This is an item that he can use and is able to "abuse" in a sense (although nobody builds the item). There's gotta be some clarifying here. Although, this probably won't be addressed because Udyr isn't a popular enough champion for Riot to pay attention to, and Nimbus Cloak is still an underused rune not used by anyone.
