Lets put it this way. If you dont like summoners rift and only like aram. wouldnt it make sense to have an account geared towards the mode you like the most.

Like hell. my champ pool. i have almost every jungler in the game, but ADC? i still dont even own sivir and ive been playing since S2.

It's still technically "all random" if they only own those champions.

If anything though, some people have made the suggestion of opening the champion pool to include every champion in aram, but no visible response from Riot was made on those.
