@Riot Are you going to turn Veigar's ult into a skillshot?

The way you worded it hints at it. And you're also planning on getting rid of the enemy AP scaling too.

1. If his ult becomes a skillshot, you need to increase the ratio.
2. If the enemy AP ratio is also removed, you need to increase the ap ratio more. More unreliability = more damage.
3. It has to be able to pass through minions (obviously)

I don't like the idea of his ult being a skillshot because of the whole Q situation but I could see situations where it'd be useful. Bursting someone from over walls but not being able to kill them because of current R's 650 range and such.

But yeah. I don't really care about his passive, though.
