Wardens and Vanguards should not have significant damage output.

2 common sub classes of tanks, Wardens and Vanguards, should not be able to deal significant damage in fights. That is not their role, nor does it go with the design concept of the tank class. 2 major abusers of this currently are Galio and Zac. Wardens, champions who provide team based protective buffs and peal, and Vanguards, champions who primarily engage and often either provide displacement or long hard cc chains, should not be significant damage dealers.

If these champions want damage, then their AP/AD scalings should be enough. They should need to build damage to have damage. Not loads of free damage from % health scalings and base damage stats. Those stats should only be enough to allow them to farm at an average level. Nothing too great, nothing too bad. They should not be wave clear masters or excellent split pushers. That is not what the roles are for.

At the same time. If they want to build damage, then their tanky side should suffer form it. I think everyone can agree that a champion with pretty good mobility, who is fairly to very tanky, and has good to great damage is by far the worst possible thing to have in this game. Tank Ekko was a nightmare. Same with tank Fizz and tank Yasuo. Tank + Assassin is not good. It is not healthy for the game. Tanks should not be lane bullies who more or less are good into most if not all match-ups.

If you want tanks to have AP scalings, then make them proportionate to their health pool. Similar to how Maokai's E is for example. Not a high percentage of their AP pool (like 70% for example). If the AP from health is not good, then give them a low AP scaling (like no more than 40%).

Counter argument: Both groups of tanks that are not exclusively played as support require the right damage output to both clear the jungle at a viable speed (Zac is overtunned right now though) and actually be able to fight their lane opponent so they don't default to hugging the tower all laning phase and have only one phase of power with Mid game (though Galio is also overtunned right now).

If you took away Sion's damage output, there would be little reason to play him over any other tank.

I said pretty clearly that they should have enough damage to farm at an average rate.

Those stats should only be enough to allow them to farm at an average level. Nothing too great, nothing too bad.

Sion would be played for his kit's abilities, his CC, and what not. Also, his non tank stat based damage scaling is just an average level of AD or low AP. His engage is very obvious as to where it is coming from too and is telegraphed globally. He also does not have an abundance of % health scalings.

It is pretty obvious that tanks are not as fun to play as high damage assassins, burst mages, or other kinds of carry champions. But that should not be the reason to make tanks have increased damage stats. You should play a role for the its responsibilities / play-style. Not because they are significantly over tuned because of historical low play-rates.

For example, you do not play Shen for his massive damage output. You play for his kit and how it works into the team comp. His farming is just ok, and he does not have insane wave clear. He can hold his own in lane, but is not overpowering, and especially not great into most match-ups. He has his good and bad lane opponents. His base stats are low too. Having a lot of % health based damage scalings instead. But you still play him for his self shielding, AA blocking, taunt, and global ult shield.

That's why people play Shen though. His damage is just so he can duel people to make his lane interactive. That's the deal with all of them.

Sion's CC is however too telegraphed that it has that damage to compensate. Why pick Sion for CC when other tanks are more reliable?

damage should scale up/down depending on how much they have including their durability

sejuani has high CC and pays for it with pathetic damage output, yet Galio and Zac don't which should be corrected

Shen has one hard CC spell and is single-target on his offense tool, so it's fine that he's a strong duelist with respectable damage

reliability also needs to be considered

I disagree. Zac's only tank/durability in his kit is the sustain from his passive (which until you get Visage is really pathetic during fights) and his revive passive. other than that, he pure stats and items that he builds.
