Can we add an item that increases cool downs?

We have Frozen Heart and the like to deal with attack speed, armour and Magic resist to deal with respective damages, so could we have a global item that increases Cool Downs within a certain radius for enemies?

A cool down increasing version of Frozen Heart might be just the thing to stop champions who are usually unphased by most itemizations.

Maybe a 5%-10% increased CD to enemies within a radius?

Not really. There's so many CDR items in the game, it's easy to go over the 40 CDR limit. So its quite easy to counter build into the item, you just have to sacrifice maybe one potentially more damaging item in your build.

No. First, it completely fucks with a PERSONAL stat that literally only you and your items/runes/masteries can effect (like crit damage, lifesteal, or spellvamp among other things). That makes a cooldown you rely on unreliable when around someone. Second, it has nonexistent visible power (OH MAN I GAVE NASUS'S Q A EXTRA .4 SECOND COOLDOWN) but extremely strong invisible power (that Nasus can now only do 5 Q's where before he could do 6; Karthus just gained an extra 16 seconds cooldown on R). It's not fun for the owner to use, as you have no way of knowing how strong or how useful it is, and it's definitely not fun for the people getting the cooldowns increases, as a stat they rely on is now fluctuating and increased and they can't do anything against it outside of poorly itemizing for more cooldown reduction.

uuum excuse me but there is a but load of items that give extra CDR and i think this is a very valid idea like bilgwater cutlass with an active that lets you add time to an opponents cooldowns

And they aren't cost efficient if you go over the Cdr cap. There's a lot of items that provide AP; better give some actives that remove that! Lots of items with crit chance; we need some actives and passives to remove that then, right?

Tell me, how much CDR does someone have to lose before you (as not that person) ACTUALLY NOTICE ANYTHING. I could remove 10% cdr from Nasus; his Q now has an extra .4 second cooldown and you won't notice because it's already a short cooldown; sure, he lost an entire Q every 5 Q's, but you won't notice that his Q's are coming just ever so slightly later. It's a horrible mechanic akin to mana burn in the fun/anti-fun department. The user has extremely limited or nonexistent fun generated (unless the effect is massive enough, in which case it's overpowered as all hell), while the person it is used on has massive amounts of frustration (unless the effect is small enough, in which case why even have the effect). The enjoyment and usefulness of the effect are unvisible (can't tell whether that assassin stopped attacking because his Q has an extra second or because he was just poking; can't tell if you survived because that fighter had just a smidgen more cooldown on their spells or because you had more defence, or more damage, or they had less of either).

so say u get this item and someone gets xtra cdr to combat the effect and u then sell it for something else making it effectively rob them of stats and gold because now they have lost a few k in gold to combat your cdr hit to th em only to have u sell it off anyway
