Protection from AFK - Ranked

Why cannot Riot introduce a system in ranked where if one player goes AFK. The game pauses like it does in the LCS and the team then gets to vote if they want to continue the match or not. Just like the "early surrender" feature of Draft accept when the vote is accepted, the player who AFK'ed is immediately 14 Day Banned from the game?

People would not want to abuse this system as they risk losing their account because of it.
