I noticed something in the item shop, you won't believe what it is!
I'vee been playing since pre-season 3.
I have never, EVER seen that item built.
I just stumble into it once in a while when randomly searching for

Duke Anax1 votesI used it one on Alistar because my ADC an Jungler were really bad at diving. The first time my ult ran out before tehy did anything usefull. So the second time I had Ohmwrecker to save my ass.
Late game I was able to backdoor a tower, because Ohmwrecker reset the damage. so it isn't all that useless.
