I just got leaver

For the power going out in my whole block. What in the actual hell. I get punished for something uncontrollable. I wasn't even gone for more than 6 minutes.

It is something controllable. I'm assuming it is due to a storm; you can check the weather and decide not to play when there is a serious chance that your power might go out.

Who the hell actually looks at the weather before playing a normal game?

Someone who doesn't get leaverbusters. Sounds like a lame excuse for laziness. You have to account for all factors. Weather, server downtime, lag, parents, etc.

Leaver buster doesn't punish you if this is the first or second time, or even third time this has happened. If you got hit with a punishment it's your fault, at least on some level. Also, there are other fun things you can do while you wait out the timer.

There's no way for Riot to know the difference between you being on a block with a power outage and someone closing the lid on their laptop. Because of that, there's not really penalty for infrequent leaves (maybe a one game penalty, but not much).

If you're not dodging/leaving regularly, then you shouldn't have been hit with a penalty for it
