I build 
to help improve the reliability of the keystone and it still did not work. People were still able to walk out of it.
I feel like this keystone is too restricted by hard CC and should have better synergy with Rylies.

And I still bet you would get more value out of Aery because of all the times you AA/Pool them after you miss. Not to mention the shield when you black shield allies. Comet is good on champs where almost all their poke abilities slow or CC. Miss Fortune/Jhin/Lux/Swain/etc. Champs that automatically slow and/or CC when it hits. I dont think Morgana is a great comet user at all; especially since she has a shield which is another point of Aery.
