a) It would be heavily abusible by hypermobile AP champions in tank builds (tank Fizz, tank Ekko, tank Akali). Arguably, permaslowing hypermobile tank is much worse for game health than permaslowing immobile mage.

Fair enough, but the point is Rylai's should not be a high-end AP item AND a defensive bulky option AND come with a powerful slow effect.

I don't think so. Permaslowing mages are still weak to burst and hard crowd control. Permaslowing hypermobile tanks are weak to literally nothing. Best example is tank Ekko, who Riot can't get rid off no matter how they nerf him.

Why, while we have BC that is high-end damage item AND defensive bulky option AND high-end mobility source? Rylai's bad ATM, but versatility is not an argument here.
Don't get me wrong, I don't like current state of Rylai's, but I don't like idea of Ekko-mode Akali and Fizz even more.

Black cleaver is a terrible argument. Whether or not it's balanced should not have a direct effect on how to deal with rylai's power. And it wasn't about versatility, at least not entirely, as rylai's is straight up overloaded.
