Its still a buff from patch 5.23. I don't even know why they even buff this guy.

Um, no it's not a buff from 5.23. The buff he got in 5.23 his ult mark damage went up from 20/35/50% to 30/40/50%. This nerf is taking it down to 25/35/45%, so therefore that is a nerf. But just barely.

My statement is still true. Its a buff from 5.23 by 5% at rank 1.

That's just early game. Still a nerf as late game is lower than what it was. Still, it's technically a nerf, not really a buff at all.
