Eh I honestly felt he needed it, he's too good a support ATM, one of the highest winrates, and lee sin really isn't that great at the minute, you'd want to look at Sejuani Amumu Volibear Hecarim for some really good junglers, the big three (Vi JarvanIV LeeSin ) aren't that big anymore. But I have to agree that thresh has a problem, that problem being an overloaded kit like Lee.

Remember Broken, not OP

He's got quite the low winrate, likely due to his popularity, but if he's as good as people say he should still have a high winrate in spite of that.

The main thing that bothers me about Thresh is that his kit is almost all-encompassing of an engage/disengage support.

Like, Blitz has a strong engage but doesn't actually have inherent means to peel for his carry, neither does Leona (her passive being the only thing her allies actually interact with). Yet Thresh has a strong engage AND disengage that allies can actively interact with.

Keep in mind I'm not saying any of the champs mentioned above cant peel, but they actually have to work for it as oppose to just dropping a skillshot near your ally for an easy get-away.
