Both most frequent and highest winrate build use Bloodrazor as first completed item. If you are going to make statements about balance, get your research straight first.

Every Vlad main has around a 60% winrate or greater. They go full AP w/stormraiders -> ghost+flash.
Average player listed on op.gg has ~45% winrate and still builds him tank, basically. Even though his E's HP damage was lowered by 40% and he has ~182.5% AP ratio on a 3 second CD.
Just because its on champion.gg doesn't mean its the best build at all.

WoonStruck2 votesIt means the builds listed on champion.gg. so there are "champion.gg builds". They are builds listen on champion.gg lol. It doesn't matter if its player-made or data-mined.
It took 3 patches for people to stop building near full-tank on Vlad. People are still building Protobelt over Abyssal, when abyssal is actually broken right now, and Protobelt just got nerfed.
People are still running TP+Flash instead of Flash/Ghost. The full AP build isn't even using ionian with that combo, when summoners are what allow Vlad to function in teamfights.
None of the builds let you hit 40% CDR. Neither 'common/best' runepage has CDR in it at all.
The Vlad players are actually letting Maokai, Darius, Poppy, etc lane.
Finally, the current patch just hit. Using champion.gg for data right now is actually braind-dead retarded if you're trying to say champion.gg is reliable. Mostly inexperience players play him, which is why the builds don't make sense. There's only 42 games on the 'highest win-rate' build. Wait a week or so. It'll go back to tank most likely. Happens pretty much every time.

WoonStruck2 votesI am not saying that champion.gg is bad. I'm saying that the average player playing any given champion is usually inexperienced at that champion, so the 'most common' are very bad builds/runes/masteries.
Even 'highest winrate' is unreliable because it requires people to get to 6 items for both listed 'statistics', which is also uncommon. Most people that get to 6 items win the game because its not from the game being drawn out in most cases.
Its not really toxic. Its stupid to source a site for statistics when the site's statistics are unreliable at the moment because there's an extremely minimal amount of data to work with compared to normal.

That is pretty damn strong already.
Making it much stronger could make it absolutely broken.
