Nerf jax vs nerf Guinsoo

Yeah so seeing that some items synergize so well with certain champs, i was just curious to see what Riot thought was the way to go with the nerf bat.

The best example i can find is Jax anditem 3124 since they pretty much add up.

Wouldn't it be logical to nerf the champ over the item since nerfing the item would conscequently affect all other champs that commonly use it? I.e. Kayle

Just looking for some thoughts.

I think the main problem is that every champion that uses it, which is pretty much any auto attack champ, is that the item gives so much in free stats that it feels like the power spike comes out of literally nowhere

I once had an Orianna Support who built item 3124 and ended up with more damage than their 9/3/9 Mid laner.
