Why are people allowed to play Ranked with no Mastery points?

I just left a game where our jungle didn't have any points in his masteries. It's stuff like this that tells me Riot dgaf. Exactly why is this ok? It wasn't like he didn't have a keystone and took and extra point in some other tree. No. Zero points. According to Riot's own match history.

Ranked is blackjack. Maybe I won't get a complete jerk in this game who thinks his time is more important than mine. I want Riot to get their hands bloody. Stop letting these people join games. Stop allowing people in Bronze to stay in Bronze if they're trolling. DO SOMETHING.

It's getting to the point where I was in WoW where it just isn't worth it any more. Why should I care about your game if you don't?
