why is the sustain on akalis passive on the first hit and not the second??

Riot you must be fucking kidding with this one. Half the time you proc the heal youre basically full hp and its wasted. You should be able to get a high damage trade in instead and then be able to heal after.

A melee mid laner always at full hp in laning phase? I'm pretty sure it encourages trades. Then you back off and sustain back up.
