What's the best course of action? On a mage it's pivot hard to AP and carry the hell out of the lane, spoon feeding this guy anything you can.

But that's not a reality on a tank. Do I roam? Support mid? Stay alive until the mid game, play like a coward and hope it means he hangs back?

Rush Mobi and roam, if you confident he won’t he fucked near T2 then give up T1 and let him farm, do something else elsewhere.
