Can we discuss a little technicality of Liandries?
Am I right in saying that the burn from Liandries is considered a spell and applies spell effects like 
passive?
If so, how come it doesn't help reduce the cooldown of arcane comet?

No it does apply rylies for the full 3 seconds of Liandries burn instead of the default 1 second.

I don’t think it is a spell. I tried it out in practice just now and everything lasted its normal amounts and didn’t add anymore from the burn.
