Blitz W shouldn't decay at all until 2 seconds after activating

Currently it drops to around 10% after 2 seconds, effectively making the boost nonexistent.

It would be nice if the decay rate stayed the same but you got a massive boost of speed for at least 1.5-2 seconds so that it was somewhat meaningful. There is still risk involved in using it but its actually an ability again.

Pls @Meddler and @Riot in general

Possibly even ramp up over 2 seconds, full bonus at 3 seconds and then decays over the remaining 2

The same should be done with Sona E since it works the exact same way, it decays so fast that you don't even see the maximum movement speed it is supposed to give you
