if i recall the point of the change was to remove anivia's ability to R E for enormous targeted damage that you couldn't avoid. They wanted her ice lance to still be a thing, and still chunk hard, but they wanted it to require some telegraphed set up.
The change you suggest doesn't resolve that, so they probably won't implement it.
